NIC is extending comprehensive World Wide Web services to Central and State Governments in the areas of consultancy, web design and development, web hosting, value added web services for promotion of websites, enhancement of websites & training. Hosting infrastructure is being provided to a large number of e-governance projects.

NIC's wide range of hosting services starts right from Shared Hosting and Dedicated Servers to Co-located Servers and Managed Hosting. Hosting solutions are available on a variety of platforms such as Linux, Windows and Solaris etc. NIC also supports state-of-the-art web technologies and a variety of databases on the servers. The hosting infrastructure includes a large number of powerful performances tuned and secure servers. Load balancing and clustering solutions are used to effectively manage the heavy traffic on the websites during peak-hours and to ensure a high degree of availability.

National Informatics Centre (NIC) with its countrywide network has been successfully involved in providing IT services including implementation of e-Governance projects and imparting ICT training to the Government as a whole. With a clear focus on high-end training and capacity building, the training activities has been decentralize by NIC-HQ, New Delhi at state level. Accordingly, NIC Training Centre was setup at Block No. 11, Civil Secretariat, Itanagar, Arunachal Pradesh in the year 2005; it was well equipped with 18 computers, large screen projector and internet connection and with other training aids. The NIC Training Centre will facilitate the training services for various departments of Central & State Govt. and NIC.

Training Plan
In order to extend the training services, we conduct regular training programme for the departments of Central and State Govt. as per NIC training calendar every year. The following broad category of training is imparted regularly by us:-

Executive Development Programme: These are for officer level personnel. Office Productivity Tools: These are for staff level personnel. Technical Update Courses: These are mainly for NIC officials but officials from other organization with requisite technical background also can join. Technical Seminars: These are one-day programme on frontiers area of technology, basically meant for NIC personnel and other technical personnel from user departments.

Note: Now, due to Civil Secretariat re-construction, operation of training centre is temporarily suspended except nomination of NIC personnel for technical updated courses in other State NIC Centre’s.

The Network Operating Centre of NIC, Aruanachal Pradesh is responsible for the constant monitoring and troubleshooting of Network Devices, Servers to ensure round the clock management of NICNET at Arunachal Pradesh.

NOCs analyze problems, perform, communicate with site technicians and other NOCs, and track problems through resolution. NOCs often escalate issues in a hierarchic manner for problem remediation. For severe conditions that are impossible to anticipate – such as a power failure or cut – NOCs have procedures in place to immediately contact technicians to remedy the problem.

NOCs are responsible for monitoring the network for alarms or certain conditions that may require special attention to avoid impact on the networks performance. This helps to identify potential issues and provide resolution before any problems occur.

The iNOC team specialises in technical issues relating to network and guarantees a fast response time to all critical issues.

Scheduling of planned intervention and management of planned outages of the system, tending to basic daily network operation, fault handling and responding to customer queries are all tasks carried out by NOC. Contactable by phone, VOIP, fax or email round the clock, all year round, for emergency cover and support, the team is geared up significantly to enhance NICNET services. The network services is supported through Facility Management Support services being looked after by M/s WIPRO Ltd.

The NKN is a state-of-the-art multi-gigabit pan-India network for providing a unified high speed network backbone for all knowledge related institutions in the country. The purpose of such a knowledge network goes to the very core of the country's quest for building quality institutions with requisite research facilities and creating a pool of highly trained professionals. The NKN enables scientists, researchers and students from different backgrounds and diverse geographies to work closely for advancing human development in critical and emerging areas.


Apart from services like collaborative research, grid computing, virtual library etc., the NKN is providing high speed backbone connectivity for e-governance infrastructure such as data centres at the national and state levels, and networks (SWANs). The NKN will also provide massive data transfer capabilities required for e-governance applications.


In Arunachal Pradesh, following NKN nodes have been established in the educational institutes:

NIC is providing Video Conferencing services for quick and live conferences. Presently services are available from 640 existing studios over NICNET spread across the country including state capitals, districts & union territories. Video Conferencing facilities are being upgraded with state of art technology in all locations by providing High Definition Video Conferencing systems. This is one of the largest video conferencing networks in the country.

Video conferencing services are being used for monitoring of various Government Projects, Schemes, Public Grievances, Monitoring of Law and Order, Hearings of RTI cases, Distance Education, Tele-Medicine, monitoring of Election processes, Launching of new schemes and so on.

VC Services were decentralized by enabling each state Unit to handle its own Multipoint Videoconferencing sessions to meet local and state government requirements. In state Arunachal Pradesh VC services are established in all the districts and many state Govt. departments.

NIC's VC services are regularly being used by Hon'ble His Excellency Governor of Arunachal Pradesh, Hon'ble Chief Minister, Chief Secretaries and department Officials across state at all levels. It enables a better collaboration among various official work and quick live conferences.


Web Based VC Services

Web Based High Definition VC services have been launched in January'2011 for point to point and multipoint conference over desktops. This can seamlessly integrate with laptops, desktops, tablets, smart phones, room systems and legacy equipment. It can provide true-to-life audio and video synchronization even in low bandwidth environments including Wi-Fi and 3G/4G

NIC also has executed the following major projects to extend the VC services:

High Quality Virtual Classroom has been setup at premier educational in India Institutions over National Knowledge Network (NKN). Under this project a total of 66 Virtual Classrooms have been created at 36 (IITs, NITS, IISERs, IISc. Bangalore, TIFR for Applicable Mathematics, Bangalore, CMI Chennai, NICs etc) Institutions across the country.

EVCS (Executive Video Conferencing System) project in the offices of 81 Secretaries to Government of India, 35 Chief Secretaries/Administrators of States/UTs, 35 Director General of Police of States/UTs. EVCS facilities also have been extended in 23 Chief Post Master General (CPMGs) Office.

Pilot project to provide G2C services over NOFN ( National Optical Fibre Network) is currently under implementation to 59 Gram Panchayats of three Pilot Blocks namely Arain Block (Ajmer District, Rajasthan), Parwada Block (Vishakhapatnam district, Andhra Pradesh) and Panisagar Block (North Tripura district, Tripura)

Web based point to point/ Multipoint Videoconferencing services for various organisations under Department of Financial Services (DFS). This will facilitate 5000 desktop users of DFS/Banks/PSICs/FIs for effective implementation and monitoring financial inclusion initiatives.


Voice, Video & Data Services over SCPC DAMA Network (VSAT)
NIC has established SCPC DAMA Network Management System at New Delhi started voice, videoconferencing and high speed Internet access services in integrated manner using a single VSAT. Using this technology, any DAMA lo simply using a handset can initiate a voice, video or data call, without the n intervention of Hub operator. Connections are made in mesh topology on to-point basis between any nodes in the network using on demand SCPC carrier.

The key feature of SCPC DAMA is that bandwidth is provided to the remote only when it is required. This helps in better utilization of satellite bandwidth amongst various VSAT's in a closed user network. SCPC, DAMA, NMS is like a telephone exchange in the sky, which works on the switching concept. It sets up Voice circuits at 8 Kbps, Videoconferencing in 384 Kbps and asymmetric data circuits up to 2 Mbps within 5 seconds of per application in an automatic manner.

A virtual private network (VPN) extends a private network (In the Internet addressing architecture, a private network is a network that uses private IP address space, following the standards set by RFC 1918 and RFC 4193.) and the resources contained in the network across public networks like the Internet. It enables a host computer to send and receive data across shared or public networks as if it were a private network with all the functionality, security and management policies of the private network The VPN connection across the Internet is technically a wide area network (WAN) link between the sites but appears to the user as a private network link—hence the name "virtual private network".

NIC has introduced Online Registration for VPN connection. The link for online registration is http://vpn.nic.in and is accessible from NICNET. This site also has all manuals, procedures and forms related to VPN services. In case you wish to have a VPN account, then contact your NIC-State Web Coordinator. The VPN Registration needs to be done at http://vpn.nic.in after which a VPN Application (pdf file) is generated which has to be signed by the Subscriber (that is person who is to update the Web Site), Recommending officer who is the Head of Office / Dept. and the Hard Copy has to be sent to the State Web Coordinator which will be forwarded to VPN support (NIC-Delhi). Please contact NIC-State Web Coordinator if you are unsure about anything while doing Online Registration.

Users having Digital Certificate issued by NICCA, can use the same for VPN, however they have to register online for VPN connection with the help of the NIC Coordinator. While registering they have to make sure that they provide the Common Name and Serial No. as per the Digital Certificate issued to them by NICCA.

In the new system, the VPN account will be the Common Name and Serial No of the Digital Certificate. The VPN account password and Digital Certificate will be mailed to the user and the secret/private key will be send through SMS to the registered mobile no. of the applicant/subscriber.

From August 2012, only online VPN applications are accepted. And all users whose Digital Certificate has expired or will be expiring, are requested to register online for new Digital Certificate and VPN account.

The new link for VPN connection is https://sconnect.nic.in and after initial authentication, VPN client software will be downloaded into the system automatically.

The complete step-wise procedure for a Website Owner to have VPN and FTP account for Remote updation/Maintenance is given below.

  1. Obtain a VPN connection/account : To apply for VPN, you need to Fill the VPN form available here
  2. Submit the filled VPN form to your concerned NIC Web Coordinator.
  3. The Web Coordinator will forward the same to the NIC VPN group.
  4. You will receive VPN account details from VPN Group and neccesary guidlinace/instruction to setup and install neccesary software for VPN connectivity.
  5. After the successful setup, please get the FTP details from the concerned Web coordinator.
